Newspaper digitization projects  (International Coalition on Newspapers-ICON) Arranged by country. Some are open access, some not.

Access NewspaperArchive  Has a few Canadian newspapers from western provinces usually quite short runs.

America's Historical Newspapers  Newspapers from the "States" from the colonial period onward, but useful for emigration/immigration and border issues.
