The American Public Health Association (A.P.H.A) was founded in 1872 as a professional organization of physicians, nurses, educators, sanitary engineers, environmentalists, social workers, optometrists, podiatrists, pharmacists, dentists, hygienists, and other community health specialists. The papers are fragmented and incomplete, but they selectively document the development of organized medical care within the A.P.H.A., including its research into the question of incorporating medical care into public health with special reports on medical care for the indigent, rural medicine, and relations between hospitals and health departments. The records also document the routine operations of the Medical Care Section in the 1960s and early 1970s. Included among the papers are official A.P.H.A. records, copies of other A.P.H.A. material, documents from other sources, journal articles and reprints, and the notes collected by Dr. Arthur J. Viseltear in connection with his research on the development of the A.P.H.A. Medical Care Section.

George Baehr (1887-1978) was a physician, medical educator, and group health prepayment plan founder and administrator. In 1931 he established the Consultation Service for People of Moderate Means, an early experiment in prepaid medical care, at Mt. Sinai Hospital in New York City. Baehr served as advisor on health and social planning to New York City Mayor Fiorella LaGuardia from 1934 to 1945. In 1947 Baehr and others founded the Health Insurance Plan of Greater New York, Inc. (H.I.P.), which was to become one of the largest and most effective group practice prepayment plans in the country, and he served as president and medical director of the Plan from 1950 to 1957.

The Baehr papers reflect Baehr'sactivity in a wide variety of public positions and professional organizations, but are fragmentary and incomplete. Included are files for the Public Health Council of New York State, the Mayor's Committee on Medical Care, 1937-1943, and the Health Insurance Plan of Greater New York, 1940-1978. Coverage of H.I.P. is largely limited to selected background material on the development of prepaid medical care in New York City from 1939 to 1947. Also included are materials relating to U.S. National Civilian Defense, and Vladeck Houses, an early public housing project in N.Y.C.

Kenneth Baum, a U.S. Public Health Service officer, became involved in government-sponsored health planning programs as a management intern with the Hill-Burton Hospital Construction Program. In later work, he participated in various projects under the Comprehensive Health Planning Program and the Regional Medical Program. His papers include memoranda, minutes of meetings, speeches, and congressional publications which chart the development and growth of these three programs and the eventual consolidation of health planning under the 1974 Health Planning and Resources Development Act.

Arend Bouhuys, born in the Netherlands, was a physician and educator. He came to the United States in 1962 and was an associate professor of epidemiology at the School of Medicine, Yale University from 1964-1968, and professor of medicine and epidemiology from 1968-1979. In 1971 he became director of the Yale Lung Research Center. The papers reflect Bouhuys's career as a specialist in lung disease, particularly his research on byssinosis, commonly known as brown lung disease. A portion of the papers are in Dutch.

Leroy Burney (b. 1906), physician and public health administrator, served as health commissioner and secretary of the Indiana State Board of Health (1945-1954), Assistant Surgeon General (1954-1956) and then Surgeon General of the United States Public Health Service (1956-1961), president of the National Health Council (1968-1969), and president of the Milbank Memorial Fund (1971-1977).

Although the papers span 1936-1976, they date primarily from 1970-1976. Series I includes files relating to organizations in which Burney played an active role while he was with the Milbank Fund: the National Commission for the Study of Nursing and Nursing Education, the National Council for International Health, the National Health Council, and the President's Committee on Health Education. The files of the President's Committee on Health Education, which was created by President Nixon in 1971, reflect both national politics in the early 1970s and Burney's interest in health consumerism.

Edward M. Cohart (b. 1909) was a public health instructor at Yale (1948-1978), as well as a physician and public health consultant. The papers document two major aspects of his work: the development of a Cancer Control Program at Yale, a program of both research and personnel training; and a research project, co-directed by William R. Willard, which sought to determine the content and requirements of public health jobs from time studies of public health workers. Both projects were supported by grants from the United States Public Health Service.

The Connecticut Public Health Association (C.P.H.A), a private organization, was founded in 1916 to coordinate health agencies, improve health care delivery, and promote health and health education throughout the state. The records document the history of the C.P.H.A. through administrative records dating from the 1940s-1978. Also included in the collection are the administrative records of the Connecticut Health League. This organization developed out of the Connecticut Public Health Association in 1951 and then merged with the Association in 1974. The Connecticut Health League records span the years 1950-1974 and are complete through 1966.

The Connecticut Regional Medical Program (C.R.M.P.) Records document one of the fifty-six federally funded health programs that originated in Public Law 89-239, one of President Johnson's Great Society programs. The bulk of the papers consist of administrative and organizational records, progress reports, and correspondence. Task Force reports of the mid-1960s outline Connecticut's health care system at that time, and offer a valuable record of medical and dental facilities then in operation. Especially well documented is the C.R.M.P.'s involvement in medical education and the delivery of health care services throughout the state.

George Darling (1905-1995) earned a Ph.D. in public health at the University of Michigan. He served as president of the W.K. Kellogg Foundation beginning in 1940, became executive secretary of the Committee on Military Medicine of the National Research Council in 1943, then executive secretary of both the National Academy of Sciences and the National Research Council in 1945. From 1946 until 1953 he was head of the Division of Medicine at Yale University. He taught in the Yale School of Public Health until he was named as the executive director of the Atomic Bomb Casualty Commission in Hiroshima in 1957. He served in this capacity until his retirement in 1972. Darling died in New Haven, Connecticut, in 1995.

The papers consist of correspondence, memoranda, reports, notes, and writings. They highlight Darling’s role as head of the Division of Medicine at Yale University, 1946-1953, and as director of the Atomic Bomb Casualty Commission, 1957-1972. They also include files from Darling’s participation in Operation Crossroads as a civilian observer of the atomic testing at Bikini Atoll.

Reverend Edward F. Dobihal, Jr. (1927-) specialized in terminal and hospice care for many years, working at Yale-New Haven Hospital, the Yale Divinity School, and the Yale School of Nursing. In 1971, he was instrumental in the founding of Connecticut Hospice, Inc., the first hospice established in the United States. Dobihal was the first chairman of the board of directors of the hospice and later was made an honorary lifetime member of the board.

The papers consist of scattered correspondence, minutes, reports, writings, and audiocassettes primarily documenting Edward Dobihal’s involvement with, and the early administrative history of, Connecticut Hospice, Inc. Materials relating to Citizens Concerned for Compassionate Care (CCCC), of which Dobihal served as chair, are also included.

Caldwell B. Esselstyn (1902-1975), a physician, administrator, author and educator, was an outspoken advocate of government supported prepaid health insurance plans and of preventive medicine.

The papers document the origins and development of prepaid group practice from the mid 1940s through the mid 1970s and of the organization and delivery of health care in rural areas. They also include valuable information on efforts to implement a national health insurance program for the elderly (Medicare) as well as on a variety of other medical care and health policy programs and issues during the period.

I. S. Falk (b. 1899) was a leading advocate and policy maker in developing alternatives to traditional solo, fee-for-service medical practice, especially national health insurance and health maintenance organizations.

The papers document the struggle for organized personal health services and the evolution of health policy from 1929 to 1980, providing the best coverage from 1940 to 1974. The Social Security Administration section in series I and, to a lesser extent, the Committee on the Costs of Medical Care and the Committee on Economic Security sections, trace the development, growth, and decline of the second national campaign for government supported health insurance in the United States from 1929 to 1954. Also included is information on the emergence of medical care as a major subdivision within the field of public health. The Social Security files contain extensive material on the major social and health insurance issues of the 1940s, and document the active role played by federal agencies during the New Deal and the combination of research, compromise, and opportunity which produced major social and health legislation. They reflect, too, the development of a conservative reaction against social legislation in the 1940s.

The papers provide broad coverage of private efforts to restructure the organization and delivery of health care through group practice prepayment plans (health maintenance organizations) from the late 1950s forward and of the resurgence of national interest in comprehensive, government-sponsored health insurance in the late 1960s and the 1970s. The papers also contain material on health and social programs in developing countries, particularly Malaysia and Panama.

Irving Fisher (1867-1947), a political economist, educator, inventor, and author, campaigned for the establishment of a national department of health to coordinate public health care and chaired the Committee of 100 to promote public health. Fisher was also a prominent advocate of the League of Nations and a powerful force in the Committee for the Nation during the New Deal. The papers consist primarily of correspondence, personal papers, manuscripts, and memorabilia. Most complete are those papers which relate to Fisher's activities as an author and educator in the field of political economics.

The Franklin M. Foote Papers consist of Dr. Foote's files as Commissioner of the Connecticut State Department of Health. Included among the papers are files on state and local public health agencies, commissions, and services, 1959-1960; the Connecticut Clean Air Commission and Air Pollution Control Program, 1970-1971; the Council on Tuberculosis Control, 1972; and press releases, 1962-1963. Also included are the papers of Dr. Stanley Hart Osborne who served as Commissioner in 1935-1936.

Franz Goldmann (1895-1970) was a physician and public health educator. The papers are office files concerning Goldmann's scholarly work and teaching, which contain correspondence, notes, drafts, reprints, and research material. The papers document Goldmann's scholarship more than his work as a teacher or a physician, but much of his research concerns such practical problems as health insurance, costs and social organization of medical care, Social Security, home care, and medical care for the elderly and the chronically ill.

Leonard Greenburg (1892- ) was a sanitary engineer and a public health educator at Yale (1923-1950) and other institutions. Almost all of the papers concern his early work as a sanitary engineer in the United States Public Health Service, investigating industrial safety and occupational health, particularly hazards to the health of industrial workers. There are also papers documenting Greenburg's research (with Charles-Edward Amory Winslow) on the changes in skin temperature produced by drafts of air and his involvement in the manufacture of a milk product, Bacillus acidophilus.

Ira V. Hiscock (1892-1986), a public health educator, author, consultant and volunteer, was a professor in Yale's Department of Epidemiology and Public Health for 40 years.

Although the papers span 1918-1979, they date primarily from 1925-1939 and consist of correspondence, office files, research material and writings. They document Hiscock's interest in public health surveys, milk and water health standards, the American Public Health Association, communicable diseases, health insurance, maternal and child health care, mental health (mental hygiene), and sanitation.

Lorin Kerr (1909-1991) was a physician, public health administrator, advocate, author and educator. The papers span 1941-1981 and consist of correspondence, statistical reports, organization office files, and writings. One third of the papers concern the United Mine Workers of America's (UMWA) Department of Occupational Health, its operations, issues that concerned it, and its relationships with other labor organizations and various departments of the federal government. Issues include the UMWA’s health care benefits and retirement programs, recognition of coal worker's pneumoconiosis (black lung) as an occupational and environmental hazard for such workers, and the passage of the Coal Mine Health and Safety Act of 1969 and its amendment in 1972.

The remainder of the papers documents Kerr's tenures as president of the Group Health Association of America (GHAA) (1966-1968), and as president of the American Public Health Association (1974), as well as his service as a consultant to the Advisory Council to the Secretary of Health, Education and Welfare on Coal Mine Health Research.

Although these papers are routine and incomplete, the section on the GHAA contains information on the creation of the organization from the merger of the American Labor Health Association with the Group Health Federation in 1959.

Goldie Krantz (1915-1976) was an administrator, educator, and author. The bulk of the papers consists of correspondence, administrative records, teaching materials, and manuscripts and copies of publications and speeches. Topics covered include prepaid medical and dental plans and medical care benefits packages. In general, the papers are routine and incomplete. However, the documentation of Krantz's work during the Hospital Admissions Study is complete, and the correspondence section contains exchanges with many leading figures in public health, health policy, and health care legislation.

Felix Marti-Ibañez (1911-1972), physician, publisher, editor and author, left Spain, where he had been educated and had practiced psychiatry, following Franco's victory in 1939. In 1950 he established a medical publishing house, MD Publications, Inc., and in 1957 he founded the medical news magazine, MD, which he served as editor and publisher. He also served as professor and chairman of the Department of the History of Medicine in New York Medical College, Flower and Fifth Avenue Hospitals and wrote extensively on the history of medicine.

The papers consist primarily of Marti-Ibañez's correspondence files as publisher of MD publications and editor of MD, as well as copies of his publications.

Harold J. Mayers was a hospital consultant with the United Mine Workers of America Welfare and Retirement Fund from 1948-1976. The bulk of the papers consists of the correspondence files and administrative records from Mayers's tenure at the Fund and document his interest in labor health plans and occupational health. The early papers are fragmentary; the papers from 1973-1975 are more complete. In addition, the collection contains Mayers's files from five national and local (Washington, D.C.) public health and tuberculosis organizations.

The Milbank Memorial Fund, called the Memorial Fund Association until 1921, was established in New York in 1905, and was chartered to "improve the physical, mental and moral conditions of humanity and generally to advance charitable and benevolent objects." The organization has funded a variety of projects including health care delivery systems, public health and public health education, and research into population and health care, nutrition, preventive medicine and health services consumerism. The papers span the years 1922-1977 and consist of administrative records, historical material regarding the fund and its officers, and material regarding programs. Although incomplete, the manuscript group represents all of the fund's extant records through the early 1970s.

The Edward F. Morrissey Papers consist of correspondence, memoranda, and reports relating to Morrissey's activities as associate director and director of the Connecticut Regional Medical Program (CRMP). Subjects dealt with include the history of CRMP-Comprehensive Health Planning political rivalry in Connecticut, CRMP'S experience with human services reforms, and CRMP's strategy for state reorganization of health care delivery systems.

John Punnett Peters (1897-1955), physician and John Slade Ely Professor of Medicine at Yale University (1927-1955), was an early advocate of national health insurance. He was one of the founders and secretary of the Committee of Physicians for the Improvement of Medical Care, Inc., an organization of liberal physicians founded in 1937 to promote adequate medical care for the indigent.

Martin Allen Pond (b. 1912) graduated from Yale University, and was instructor in Public Health, assistant professor, lecturer, and sanitary inspector for the Department of University Health. He served in the U.S. Public Health Service as director of the health and sanitation program in war housing built by the Federal Public Housing Authority; assistant chief of the Community Facilities Program; staff assistant, Office of the Secretary, U.S. Department of Health, Education and Welfare; and Assistant Surgeon General. In 1968 Pond joined the public health faculty of the University of Pittsburgh where he became associate dean, acting dean, and dean emeritus of the Graduate School of Public Health.

The papers consist of correspondence, reports, typescripts, manuscripts, and printed material of M. Allen Pond, documenting his professional work in the field of public health. Topics documented in the papers include public health, housing and health, health insurance, and sanitary engineering.

Alexander Duff Robertson (1926-1991) was a teacher of public health and preventive medicine, an administrator of health organizations, and a spokesman for social medicine. The papers consist of correspondence, topical files, photographs, writings, diplomas, awards, speeches, certificates, and curricula vitae that document Alexander Duff Robertson’s career, lifelong interest in public health, and years at the World Health Organization (WHO). While at the WHO, he held numerous positions such as chief of human resources for the Caribbean; regional advisor on medical education and public health; public health administrator; director of health manpower development; and director of health services in the regional office for the Eastern Mediterranean in Alexandria, Egypt. His last two assignments placed him in Geneva, where he was program manager for staff development and training and special advisor to the director general for occupied Arab territories, including Palestine.

The papers include correspondence, writings, topical files, and photographs, which document Milton Roemer’s career as a health administrator, a professor of public health, and an advocate for national health insurance. William Thompson Sedgwick (1855-1921), educator and bacteriologist, was one of the founders of the American public health profession. Educated at Yale (Ph.B., 1877) and Johns Hopkins (Ph.D., 1881), Sedgwick taught at Johns Hopkins, Massachusetts Institute of Technology, and Harvard. He was responsible for founding schools of public health in both M.I.T. and Harvard.

The papers contain correspondence, teaching and research materials, and writings collected by C.-E.A. Winslow for a biography of Sedgwick, published in 1924. The correspondence (1879-1921) is with students and colleagues on professional matters, and the fragmentary research material concerns bacteriological studies of milk. The writings include articles, lecture notes, reports and essays relating to public health and public health education. Although fragmented and incomplete, these papers represent the largest extant collection of Sedgwick material.

Sigerist (1891-1957), though renowned primarily as a medical historian and educator, made a major contribution to the development of social medicine in the United States as an author and advisor on public health policy, administration, legislation and education. The papers document Silver’s concern with the level and costs of American health care, the problems caused by poorly trained foreign physicians in the United States, the poorly organized health care delivery system in the country, national health insurance, public health education, and health care legislation.

The papers document Nathan Sinai’s career as a professor of public health at the University of Michigan at Ann Arbor and his many posts on national and international health organizations. Included also are research data concerning costs of medical care in three cities in the United States in 1929 compiled by the Committee on the Costs of Medical Care, material on medical relief in Essex County, Ontario, and studies and reports on medical economics in Michigan (1933-1948). There are also papers on the Twentieth Century Fund, the World Health Organization and on health benefits for the UAW-CIO in 1949.

Albert Waldo Snoke (1907-1988) served on the staff or as director of hospitals including the Strong Memorial Hospital in Rochester, New York and Grace-New Haven Hospital in New Haven, Connecticut. He taught hospital administration at Yale University and oversaw the development of the Yale-New Haven Hospital, serving as its executive director from 1965-1968. From 1969-1973, Snoke worked in Illinois as coordinator of health services and later as acting executive director of the Illinois Comprehensive State Health Planning Agency.

The papers consist of correspondence, hospital consultation files, reports, subject files, writings, research material, photographs, and audiotapes which document Albert W. Snoke’s career in hospital administration and his interest in health care, particularly health planning, health legislation, medical economics, medical ethics, national health insurance, and regional medical programs. The papers also include material concerning the career of his wife, Parnie Storey Hamilton Snoke, and the Snoke, Storey, and Hamilton families.

Anne R. Somers (b. 1914) was a medical economist, author, educator and consultant. Her papers consist primarily of drafts and copies of speeches, articles, studies and books. Many of Somers's most important works were produced in collaboration with her husband Herman Somers. They document her early career as a specialist in labor relations and workmen's compensation and education, and beginning in the 1950s, her exploration of the problems of health insurance, consumer health education, and hospital and public health administration. The correspondence section, while often routine, contains exchanges with many leading figures in public health, medical economics and health insurance.

Herman M. Somers (b. 1911), was an influential medical economist, author and scholar, as well as a consultant to government agencies and private organizations. Somers investigated the economics of various private and public prepaid health insurance plans, and the effect of such plans on the administration, cost and quality of medical care and on the personal and economic relationship between physicians and their patients.

The papers include correspondence, teaching papers, organization and subject files and writings reflecting various aspects of Somers’ career as a teacher of political science at Harvard, Haverford and Princeton (1947-1979), as a member of task forces developing the Medicare program, and as a prolific writer in the field of American health policy.

Arthur Jack Viseltear was an assistant professor of public health and research associate in the history of medicine at the Yale University School of Medicine. In 1975, he was selected for a year of study as a Robert Wood Johnson Health Policy Fellow at the Institute of Medicine in Washington, D.C. and he subsequently held staff assignments with the United States Congress. He authored numerous articles, and he helped establish the Yale Library’s Collection on Contemporary Medical Care and Health Policy.

The papers include correspondence, staff memoranda, draft and printed bills, draft speeches, transcripts, and other papers related to congressional hearings. Also included are miscellaneous notes and printed matter created or collected by Dr. Viseltear in connection with his work as a consultant on public health, principally on behalf of the Subcommittee on Health of the U. S. Senate Committee on Health and Public Welfare, chaired by Senator Edward M. Kennedy. Charles-Edward Amory Winslow (1877-1957), an educator, author, editor, association leader and policy maker, was one of the most influential figures in American public health during the first half of the twentieth century. The papers represent a rich source of information on nearly all fields within public health, especially the role of government in health and social welfare and the effects of scientific advance, and the development of public health as a profession and as a movement.

The papers contain material in a wide variety of fields, including public health administration and education, environmental and occupational health, and nursing, in addition to medical care, health insurance, health organizations, group health plans, and world health. Winslow’s involvement in voluntary health agencies, particularly those focusing on child health (child hygiene), mental health (mental hygiene), sex education (social hygiene) is also documented.

The records consist of the administrative records of the Yale-New Haven Hospital from the office of the Executive Director. A large part of the records are from the office of Albert W. Snoke, who was executive director from 1946-1968. The records cover the history of the hospital as a whole and its individual departments, its relations with Yale University, the city of New Haven, the state of Connecticut, and general issues such as health care delivery, voluntary health organizations, internships, family planning, and establishment of regional programs.
